About NAFFTKS

The Nursing Alliance for Fair Treatment of Kansas (NAFFTKS) is a grassroots, nonpartisan network of nurses, healthcare professionals, and advocates dedicated to reforming the Kansas State Board of Nursing (KSBN) and the Kansas Nurse Practice Act (KNPA).

The organization was formed in response to increasing reports of disproportionate discipline, lack of transparency, and unfair treatment of nurses by KSBN particularly for administrative or clerical errors unrelated to patient care or safety.

NAFFTKS members, many of whom are active Kansas nurses, choose to remain anonymous due to documented instances of retaliation and intimidation from regulatory authorities. Advocacy efforts are coordinated through legal advisors, allied organizations, and online outreach.

Kansas House Bill No 2528 is known as the Nursing Fair Treatment Bill and aims to reform the KNPA and KSBN to ensure fairness and accountability in Kansas nursing regulatory systems.

Purpose of HB 2528 Proposed Legislation

House Bill No. 2528, also known as the Nursing Fair Treatment Bill, is designed to modernize and bring fairness to nursing regulation in Kansas.
Its purpose is to ensure accountability, transparency, and proportionality in disciplinary processes, while maintaining high standards for professional practice.

Key Components of the Bill:

  • Decoupling license renewal from discipline: Prevents non-practice-related administrative issues (like missed renewal or CE documentation) from triggering disciplinary action.
  • Automatic expungement: Allows removal of past disciplinary records related to non-practice or clerical issues.
  • Anti-retaliation protection: Establishes civil recourse for nurses targeted after reporting misconduct or requesting hearings.
  • Grace periods and fair notice: Provides adequate notification for license renewal deadlines before penalties are assessed.
  • Refunds for overpayments: Requires KSBN to fully refund duplicate or mistaken payments.
  • Board accountability and transparency: Mandates public notice of rule changes and legislative proposals, and allows for the removal of board members for cause or conflict of interest.
  • Case closure timeline: Ensures investigations that remain inactive for more than one year are closed, ending indefinite “open case” citations.

These provisions were developed collaboratively by Kansas nurses and legal experts who have experienced or witnessed regulatory overreach firsthand.
